This bill temporarily stops South Dakota counties from approving new or expanded large dairy operations (those with more than 7,499 cows) while the state studies their economic and environmental impacts. Dairy farms already operating under existing permits can continue at their current size, but counties will have time to update their land-use rules and require dairy operations to have road agreements with townships and maintain larger setbacks based on their size.
